To the left of the photo in the street is a raised storm drain, originally installed to prevent injury to horses from stepping in the drains. In this photo, Mr. Richter’s father, Ernest, can be seen at far left. This 1930s photo shows police officer Pat Kelly with his motorcycle and private plane. Mr. Richter said Mr. Kelly would use the plane for police purposes when they needed an eye in the sky.
